My CPU Ratio has increased but my clock speed is the same?

This is probably a stupid question if you are very familiar with OC but I am not. I was wondering why my Processors clock speed hasn't changed when I up'ed the CPU Ratio from default x16 to x22. I am using the program CPU-Z to check my CPU and the Core speed has risen from 1600MHz to 2200MHz but I can't find out where my normal clock speed is. (My Processor is the Intel Core i5-3570k with a base clock of 3.4GHz but I can't seem to find that speed anywhere in the program) I would like to see what my processor can do (without overheating of course) and to increase performance. Also if anyone could tell me how much overclocking could help my PC that would be awesome :) (Like how well it would help in Rendering 3D Animations, Rendering Videos, and playing games (I play a game that is very CPU Dependent that might benefit from this)

You probably have stepping enabled. Clock rates will adjust to the CPU loads. Just download some benchmark software to see where your clocks are and how stable they are. prime, intelburnintest, and Orthos are some common ones. Real temp and CPU temp are some popular temp monitor programs. Also read up on http://www.overclock.net/ and the forums specific to your CPU and mother board.

I've used downloaded IntelBurnTest and used it to stress test my computer at Standard. I overclocked the multiplier to x28, under stress the CPU never touch 70C which from what I've heard it is better to not have it go to that temperature underload. But I can't really understand the results :p Is there any program that stress tests your system but also allows you to see the GHz it reached and all that? (Again I'm new to overclocking and it might not even matter)

Incase you need them here are my results:
Time (s)
14.394

Speed (GFlops)
62.0990
