PSU Failing? how to read CPUID HWMonitor

Hi everyone,
I have been having problems over the last few days and I think I may have a failing PSU but not sure how to read the CPUID HWMonitor.

Could someone point me in the right direction:
1) is the CPUID HWMonitor the right test approach?
2) what do you make other HWMonitor results (particularly the Power Package ranging from 8W to 109 W and the 12 v measuring at 8.9v)
3) Is the PSU likely?

Problems - slow starts, some software corruption when windows did a repair, pixelating screen (if this is the correct term when tiny lines appear/disappear on the screen and flicker), one of my cooling fans is noisy today
