new mother board old cpu no boot no post no bios nothing and pc wont power off

so i built my own pc about 4weeks ago here is the specs
AMD FM2 A4 5300
Corsair 4GB ddr3 ram x1
Logisys case with 400W power supply
MSI FM2 a75 m35 mother board



OK so about 3 weeks ago my computer wouldn't display after i pressed power button after looking online for help and this site i tried trouble shooting it by

removing each installed hardware till just motherboard CPU and psu still no display

i then reset CMOS about 20 times in that day before i tired to power it back on

when ever i pressed the power button it would power the CPU fan led and other fans but when i held down the power button it would not turn off after 10s of holding the button

i then removed CPU and pressed power button and it would turn on but would not power off after holding power button for 10s

i returned the motherboard after speaking with a tech and though Rma got a new board

now its doing the same thing but with a brand new mother board with old cpu and ram connected.

Is my CPU bad ? my CPU doesn't have any bent pins burns bulges or anything it has never over heated seeing as that ive only used it for about 2 weeks for internet browsing.

most likely your power supply

logicsys is not a quality brand

But try breadboarding your build out of the case . Start it by touching the power pins for the front header with the tip of a screwdriver momentarily

I've tried that with another psu I have still no display cpu must be bad then right?
