Best low profile gaming video card?

Good afternoon.

I'm looking for the best gaming video card for my PC. As it has a small case, I can only use low profiles cards. Can you guys suggest some good cards and also other stuff I could possibly do to make my system better?

If it matters, my PC specs are:

4GB RAM
AMD Athlon II x2 250 Processor 3.00 GHz

I'm currently looking at this one:

Is there currently a better one?

Also my budget is 600. \:

As I'm going to college soon, I don't really think I'll need to buy a new PC because I won't be home too often.

Anyways, supposedly I do buy that video card, what else can I do? Upgrade my RAM?

With a $600 budget you're much better off getting a new case, PSU, and a full-size dual-slot GPU like Munchbot said. Depending on what you're playing for games, you could even fit in a processor upgrade if your motherboard allows higher TDP chips.
