My CPU seems a little bit slow.....

I'm new to overclocking, I'm considering getting a new CPU as this is my desktop: here except I have 4gb ram installed and a 512mb Quadro FX1700 installed, Based on all this information what would be the best overclock settings for my AMD Athlon 64 4000+ (Orleans) Single Core 2.6ghz CPU?

I'm also considering buying a 4200 dual core 2.2ghz (Windsor) CPU also for overclocking.

I have actually done this, I'm assuming that it may be to do with the fact the pc release date is 2006 and this pc has never been defrag'd (mate gave me it for free to replace my old one which fried)

Edit: not sure if it helps but in the resource monitor Service CPU usage is really low but CPU - Total is 100%?
