Picture resizing question

Does resizing a huge image, such as (4k), to a smaller size deteriorate its quality because i have a few 4k images but i want to resize it to my desktop native resolution (1080p)

ofcourse it will, just do as high a quality resize as possible with the best available resizing filter, even use a few different filters to find which you think looks the best.
