Just put new motherboard in computer. Sometimes after pushing power the button lights up and then it just does nothing after like 10 seconds it turns on and runs fine after that.
Could the front panel power button not being hooked up right cause that? It doesnt happen everytime.
Also the metal square on a motherboard those are motherboard error codes or cpu codes and is it normal to get lots of different ones are they just for informational purposes sometimes?

Solution
I would suggest removing all components (RAM, HDD, Optical Drives, etc.), or at least removing power to them, then installing one at a time to try to narrow down what might be causing the power issue.

Secondly, ensure that all cable connections are secure - this would include the cables running from your power/reset/LEDs to your motherboard. Ensure that all of those are in the right location, and connected with proper polarity (- +).

I glanced at the information for your motherboard, and while that screen does display error codes, it also displays the current CPU temperature on the same screen. So, chances are when you see it change that is what is displaying.

If possible, keep your eyes on that LED readout to see what, if any codes...

On the bottom right of the motherboard the LED codes its showing me 21 right now but it changes all the time. Is that a motherboard or cpu error code that I should worry about?

Is it possible that the "metal square" referenced is actually a temperature readout, not an error-code display? If it changes all the time as stated, I would be willing to bet that this is the case.

If you provide the make and model of your motherboard, this would be easily answered. In the future, including your build with your post will assist in more accurate answers to your question.

Its BIOSTAR TPOWER i55 LGA 1156 Intel P55 ATX Intel Motherboard. It says AMI bios post codes in the back and a lot of the descriptions do not sounds like problems like 0C is detect keyboard.
I guess my main worry needs to be why it powers down for a bit before turning back on. No idea why

If possible, keep your eyes on that LED readout to see what, if any codes are displayed when powering on, if the delayed start is still occurring. This might help narrow down the issue as well.

Also, is your PSU a reputable brand, with enough wattage to power your components? I would imagine you'd see other issues if your PSU was faulty, but, it's a good thing to check.

alright thanks I can try that and see. I actually found my cpu is overheating because I never put on new paste or removed the old stuff so maybe my cpu is giving me issues? I am going to try fixing that and see how it goes.
I have a 2 year old corsair 700tx and as far as I know its going tip top, but who knows for sure I guess. My computer runs fine for many hours after it boots its just right after being turned on
