CPU frequency keeps dropping during gaming

My CPU frequency keeps dropping from 100% to roughly 40% during gaming, causing massive frame rate issues. The issue appeared after I made the switch to a different motherboard after my old one was fried.
I've tried reinstalling Windows and turning off AMD cool n' quiet, C1E, and Core C6 State, but to no avail.
Specs:
AMD FX-8150
Radeon 7850
Gigabyte 970A-D3
8 gigs of RAM
750 watt PSU

Its throttling, plus I do not see your CPU on the official CPU support list for that motherboard. Be careful. If you overload the VRM on the motherboard due to high thermal load from the CPU pulling more watts, it will blow the VRM and kill the motherboard, especially if your overclocking.

I have revision 3.0, and it says that it is approved for use. Is there any way to fix the throttling without having to buy a new board?

Your right, sorry. I looked at the rev 1.0 specs.

Is it just throttling in Prime95?

No, it's throttling whenever on heavy load.

I haven't overclocked it, but AMD Catalyst or my MOBO might have done it automatically. I'm not using the stock cooler, I'm using a contained liquid cooler.
 
Is your CPU set to all DEFAULT settings currently?

I actually find it odd that your CPU would even be at 100% usage in a game in the first place. An i5-3570K (4C/4T) CPU would likely average about 40% usage while gaming with a good graphics card.

Something weird going on obviously which MAY be a motherboard issue. The noise you complain about may be the voltage regulators on the motherboard to stabilize the CPU.

The CPU is around that load, but it still throttles. The picture I provided was of a prime95 stress test.

Pump's running, fan's running, CPU was cleaned prior to applying new paste and the block is firmly against the processor. Max temp in 100% load was only 55 degrees C
