computer stays on after shutdown

Need help please, i am running a

i-5 3570k
asrock z77 extreme 4
xfx atx 550watts
ati 7870 tahiti
windows 7 pro
I built this computer like 6 months ago and up until about a month after putting in new fans the i shut down the computer and it acts like its hibernating but it actually just won't shutdown, i checked all power settings and they are legit. SOS
Please Help me understand.

I tried this website and it seems unless it the drivers on the hardware none of this works. My computer acts like its going into hibernation but its supposed to be shutting down, the display goes blank and everything else is still running. The computer should just shut off completely as it was every other day i hit the shutdown button, but it just keeps acting as if its in hibernation when its really not.
