Can vsync cause lag/frame drops?

i just recently got a new gaming pc about a month ago. and it's been running top notch except in a few games. mainly in far cry 3 i've noticed that i get some sort of lag or hiccup in the fps. its weird to me because i have a great computer, but my monitor is the weak link of my setup. it only has a refresh rate of 60Hz. and i have an nvidia geforce gtx 780 3GB GPU. so it can run well beyond 60FPS. and that means vsync is a must for right now. i get a new monitor saturday with a refresh rate of 144Hz! and i just want to know: is vsync the problem? or is far cry 3 just more demanding than i thought? or is something wrong with my PC? i really hope it's just settings cause this computer is still new. in other games like BF3 and skyrim i don't notice any frame jumps/hiccups from what i can tell. if it helps, here's my full build:

CPU: intel core i7 3770K 3.9GHz

motherboard: ASRock z77 extreme4
RAM: 16GBs 1600MHz (corsair vengeance)
SSD: corsair force series 3 180GB
HDD: 1TB western digital caviar black
GPU: nvidia geforce gtx 780 3GB
power supply: corsair enthusiast series TX850 {modular edition}
OS: windows 7 home premium 64 bit
wifi card: internal wireless N 300mbps
