Lagging or Dropping of Frames

When I play any game my graphic card starts to play up. What happens is that when ever I move around it lags like hell even if I update my card using the AMD Catalyst control centre. It does it for old or new games. Please help! Here are my specs:

Graphic Card: ATI Radeon HD 4800 series (still quite a descent card)
Processor: Intel Core i7 920 @ 2.97 GHz
Power supply: Silverstone Strider Plus 850 watt
Storage: W.D. Caviar Black 5 Terra bytes + OCZ Vertex 2 520 GB

Check for viruses, I would recommend Avast! For home. Also when it starts to lag, kindly look at task manager what file uses that much CPU Load. I would like you to defrag and check disk your storage.

Yeah I did defrag my computer still no improvement going to manually erase all files that I don't need. I hope this improves it!
I am a small part sceptical about avast security- already have trend micro

Yeah I tried playing the games that were laggy after installing-no luck. I think its overheating because of how much power is going into my gpu and graphic card. Its running faster than it is meant to. I only bought these new power supplies recently and they served me well for the first few months but now...

Here is how hot the chip sets are:
Graphic card: 75 degrees Celsius
GPU: 50 degrees Celsius
Mother board: 53 degrees Celsius.
Fans are working and this is at a solid rate-never goes down or up.

Should I make the fans run faster or leave it as it is? I really need a solution to this otherwise I am paying 2000-3000 dollars for a new PC.

Yeah I took it to a store and they told me that power supply is taking in more than its meant to. They said that it is too new for the comp and everything inside is overheating. Is there any way I can fix this??

 
@RazorAMD, Were those temperatures at idle or under load?
Reboot the system and wait until it's fully loaded everything up.
Bring up Task Manager and see what the CPU load is, then close it.
Open the CCC and check the GPU load.
Unless you have a number of startup programs running you should see just a few % use of either.
PSU= Power Supply Unit.
RMA= Return Materials Application-to return the goods under warranty.
