New Build Appears to Boot fine but won't POST

Building a low end pc to replace the ancient desktop at work. The build came together well, and the system appears to boot correctly (at least going into the BIOS and/or asking for a op system that I have yet to install) except I don't hear a POST beep.

The mobo came with a speaker which I tested via RAM-removed start up which yielded many audible beeps.

Once all the pieces are in place though--no POST.

Any insight would be greatly appreciated. I've read that some newer mobos don't do POST beeps...

Otherwise here's the tech specs:

My only thought is that the power supply that came with the case is too low power at 300W. Though there are more than enough plugs for everything and the APU is running at normal clock speeds according to the BIOS monitor. Here's the spec on that:
1 x Rosewill R379-M Black/ Silver 0.8mm SGCC Steel Slim MicroATX Computer Case with ATX12V Flex 300W Power Supply
