4770K not running at specified speeds

I just had a new system built.

I'm running a 4770K on a ASUS Sabertooth Z87 motherboard, with 16 GB DDR3-2133 Mhz RAM and a H110 for cooling.

The problem is, when running CPU-Z, it shows all cores running at 3.7 Ghz constantly, and occasionally going up to 3.8 or even 3.9 when the system is almost completely idle.

I'm yet to actually see it running at 3.5, except when I entirely disable Turbo Boost.

All core multipliers seem to be moving together.

I have all my BIOS settings on AUTO. Turbo Boost is enabled. Intel Speedstep is enabled.

With my old computer (an i7-3820), it would usually sit at 3.8 when under load, and drop down to around 1.2 when completely idle. This is in stark contrast to this processor which seems to run at a 3.7 Ghz minimum and all cores move together in a fixed fashion.

I'm concerned that I'm not getting the full power-saving features out of this processor and that if its constantly running faster than it needs to, I won't get the full lifespan out of it either.

Any ideas on what I'm doing wrong?

Simplest solution is usually the right one.

My problem was that I had the power management option in Windows set to 'performance', which made the processor run at full power at all times. As soon as I switched the "balanced" the CPU started acting as expected.

Can't believe I didn't think of this before I spent hours looking at my BIOS settings trying to figure out where I was going wrong.
