Buying a new motherboard and CPU - But I'm very new to this, could use some help!

Hello! I was advised to ask this question here for some help which im desperately in need of.
I've had computer issues for a couple of years now and apparently it comes down to my CPU, currently I'm sporting a AMD Phenom II x4 945 with 3.00 GHZ - Which i know is terrible.
I've been looking around alot lately for the best possible processor i can find for my motherboard http://www.asus.com/Motherboards/M4A79XTD_EVO/
The best one I can possibly find for my motherboard is a AMD Phenom x6 at 3,2 GHZ which is crazy expensive compared to a Intel i7 which obviously is significantly better. However i dont know if this IS the best processor out there, the Dell website seems really outdated when it comes to supported CPU's for my motherboard.
My question is basically, would it be better for me to buy a whole new motherboard and an intel 7 (Even though I'm guessing this would be at the price-range of about 500 dollars that I dont have) or is there another good CPU for my motherboard that i cant find?

I think that's the wrong tab you're looking in or something. Now I don't know which version of Windows you're running, but the Processes...
Reddit? I think you took a wrong turn somewhere on the internet.

Anyway... your Phenom II x4 945 isn't terrible. If it was an Athlon II x2 or x3 sure, but that CPU is still decent enough. You could try overclocking it if you need more performance.

If you do need an upgrade anyway, then a Phenom II x6 would probably not be worth it. A lot of software - particularly a lot of games - are unable to effectively utilize that many cores. Better to get a new motherboard and a CPU that has more performance per core. An Intel Core i5 would be a good buy for most usage. If overclocking, eg. a Core i5-4670K with a mobo like the Asus Z87-A or Asrock Z87 Extreme3 (or 4).

The thing is whenever i run a game the CPU usage skyrockets up to about 95-100% usage. I cant play games and have anything else running in the background or the game I'm playing is unplayable, even something as small as Chrome is impossible for me to have running. All I wish for is to look up the best possible processor for my motherboard, however I'm too unexperienced to look up any other CPU's than the one Dell has listed for me and people are saying those lists are outdated.
 
There may be other factors at play then. Running Chrome in the background really shouldn't make much of a difference. Maybe your system is bogged down with an excessive amount of background processes, or it might even be infected with a virus or malware making it struggle.

But if you do want a solid upgrade to your CPU performance, I would recommend replacing the motherboard and getting a newer CPU. A Phenom II x6 isn't going to be that much better than your current one, and it would cost way too much to be worth it.

Cant thank you for the help enough so far Sak, thank you.

When the computer is idling the processor goes from 50-75% usage. Could it be something as easy as the fact that my computer isnt using all 4 cores or something? What i really want to avoid is spending 500$ Which i guess is the amount i need to get an Intel i7 processor and a motherboard that can run it.

I've got about 60 processes running right now, all of them using 4 processors. However some of these are obviously Chrome, Spotify, etc.

I go into task manager and this is the info it gives me of the CPU when i play a game of Splinter-Cell (A game i should be able to run on recommended according to its information)

I think that's the wrong tab you're looking in or something. Now I don't know which version of Windows you're running, but the Processes tab in Task Manager should look something like this:

The CPU column shows the CPU load in percent for each process. So it allows you to check which processes/programs are bogging the CPU down. You can sort by CPU load by clicking once or twice on the CPU column.

Oh yeah that was just bad wording by me, if i go into the processor tab instead the CPU usage hovers from 15-30% usage every second or so. The program that uses the most is chrome that hovers from 14-15% (153k KB), the rest of the processors are just 0.8% and lower.

Is the processor speed supposed to be 2,97ghz? Seeing as i have a quad isnt it supposed to be 12ghz or am i just misunderstanding this? When i press the performance button in the task manager it says the speed of my processor is 3.00ghz. I've spent about a year trying to figure this out and noone has helped me this much by the way, cant thank you enough, truly.
 

It's still 3 GHz even if it's a quad core. Just like the RPM of a car engine isn't multiplied by the number of cylinders.

Chrome shouldn't be using the CPU that much. Could be a problem with extensions/addons maybe.

Even if i close chrome's processor it doesn't help - I've tried running firefox because i thought the same thing, games still get me up to 99% CPU usage. I'm so tired of running around trying to fix this, I'd buy a new CPU but my motherboard hardly supports anything good CPU-wise and buying a new motherboard and an Intel processor while living alone and studying to be a kindergarden teacher just isnt viable which is why I'm spending so much time looking for help. My budget is basicly 350$
