saints row the fourth low fps in some areas

My PC specs:
AMD Athlon X2 250 processor
Nvidia gts450 graphics card
4gb ram
First when I started the game it was constant 40-50fps until the rocket scene the frame drop from 40 to 16fps I thought that was only that scene
problem but when I get into the steelport I get severe frame drops from 40 to 20 and when I get superpowers the games was almost unplayable I tried change setting from ultra to lowest - no effect the only effect that I found out was light option set to high drops even more fps I even tried to change resoliution to 600x480
Is anyone else has this problem?

No, it's not solved!If It would be CPU limited there probably would be at lest SOME change when I turned reflections to off I even tried overclock cpu to 3,8Ghz it was unstable and crashed after few minutes but I haven't noticed any significant improvement maybe +1fps

As the guy above said, you have cpu bottleneck. This game requires at least 3 or more cpu cores to keep the fps above 30fps all the time. The same thing happened with SR3, you should find some benchmarks on google.

I already tried the game with a dual core cpu at 3.7ghz, along with a radeon 5870. Crap performance no matter what settings you use, low gpu usage.

Sorry to say I have same issue and I have a AMD Phenom II x6 1005T Black Edtion 6 core cpu, 16gb RAM and GTX 560ti which everything I throw at it on High or Ultra such as Crysis2, Dishonoured, Saint Row 3 even runs fine at high/max details.

Saints Row 4 run stuttery, not smooth. Tried on sons PC of similar spec and he has same issues

the game settings being changed make little to NO difference therefore its the game which is the issue.
