CPU Overheating on new build

Solution
Check and make sure your heatsink is properly seated, did you install your own thermal paste, or the one provided? Did you remove the stock heatsink multiple times without cleaning and re applying new paste?

I don't know if he's using an Intel stock fan and paste, but the combination of those sucks anyway.

I bought a new cooler and thermal paste from a seller on Amazon, and it was a big mistake, the "new" hyper 212+ was covered in thermal paste and was bent almost in half somehow. (To my surprise, he issued a refund immediately) but I kept the thermal paste and re-installed my stock Intel fan, using the new thermal paste, and it's actually 8C cooler.

Thermal paste does make a huge difference and it is a must to replace if you remove your heatsink for whatever reason, thats most likely his issue. Just need to run out and get some Arctic Silver 5 or IC Diamond thermal paste and find a quick youtube video to make sure you dont put too much or too little, make sure you also have some cotton balls and rubbing alcohol to clean everything off.

stock heatsink stock paste. i brought it to a computer guy. He fixed the fan, it was stuck. he took off the heatsink and reseated it. I have this ordered from amazon.
Cooler Master Hyper 212 EVO - CPU Cooler with 120mm PWM Fan (RR-212E-20PK-R2) and Arctic Silver 5 Thermal Compound 3.5 Grams with ArctiClean 60 ML Kit
Is it possible to overheat it by the cpu not being seated properly?

it's possible to overheat with the COOLER not seated properly, but I have doubts whether or not your computer would even turn on with the CPU being seated improperly. Just go onto Youtube if you need help with installation or applying thermal paste.

I would also say the the cleaning kit is a sham, cotton balls and 91% or more Isopropyl Alcohol will work.

Brown unbleached coffee filters work great as well, I have never wasted the money on cleaning kits.
