It really depends on what you want to use the computer for. If you will not be using the 4 extra threads that the 4930K will provide, than you would be wasting money. The 4930K beats the 4770K on paper, however in a real world situation, not a whole lot of applications can utilize that many threads.

Its kinda pointless, it won't perform any better for gaming. As for OCing, the highest CPU for OCong is probably the FX-8350 frequency-wise, but it mostly depends on cooling. The IB-E will do both things fine, but no better then a much cheaper CPU. the IB-E is only for people who do heavy multitasking programs. For everyone else it is overkill
