3.3v rail low (2.88-2.7 volts)

While solving some problems in my BIOS, I noticed something that said "3.3v" was giving low voltages. After some research I found out that the 3.3v rail was for memory. Now I have been having some issues lately with games freezing/crashing and my monitor going black (no signal) during gameplay, videos and sometimes even just typing. Could this be the cause for all that trouble and if so, how do I fix it? Btw I have a 4 year old 565 watt psu, and 8gb ddr2 memory (667?).
