How Can I Fix This Error?

When I tried to log on to any user profile on windows it would say this error: 'Windows cannot load the user's profile but has logged you on with the default profile for the system. DETAIL - The system has attempted to load or restore a file into the registry, but the specified file is not in a registry file format.' It still does log on but has errors, such as: I can't load the microsoft website on Internet Explorer because it will say Internet Explorer cannot load this site or it is unavailable or if I try to download any program with it then it'll just not start the download. I also cannot access the properties of the recycle bin, I can't remember exactly what the error says but I believe it says: 'This program is unavailable' or something like that (I know this is a minor error but I'm including as much detail as possible to try and detect the error). I managed to boot my computer into safe mode and download Google Chrome to use the internet but the other errors remain, such as: I believe there is a ton of files missing from my computer! My computer will also boot up and my desktop theme will be automatically set as the windows classic theme and I believe I cannot change it. This all started yesterday when I created a new user profile, I believe I must have accidentally deleted a file from the registry or just a .dll file. I cannot use system restore for this problem because I didn't realize that system restore was turned off for a while until I just turned it on several minutes ago. It is also not my internet connection because I have used the same WIFI connection on different computers and phones. I haven't got any discs or program to reformat windows either. I am using Windows XP Professional Edition.
 
Solution
Get a set of XP disks for your system (OEM version if you have and OEM key on the computer) and do a re-installation of Windows, at least try a Repair setup. From the sound of your issues, you'd want to do a clean format and setup though, you my have a virus, or a few of them.

Make sure you have your data backed up before you start, or just get a different hard drive and setup Window on that.

The PC vendor may have restore disks available for your system, or find a PC shop or a friend that may have a copy of an OEM XP disk.
