3350p Bottleneck 7870?

I have the intel core i5 3350p and the powercolor hd 7870 Tahiti LE, Not the standard 7870.
I have been getting some weird frame rate drops where i know my computer can should be able to handle it. On metro last light i get anywhere from 25 to 60 frames, which is fine but considering im on low it should be way more than that. What i want to know is weather it is my cpu that is slowing it down because i know the 3350p isn't the greatest i5, what are other things that might be slowing it down?

specs:
Intel core i5 3350p
Powercolor Radeon HD 7870 (Tahiti LE)
8GB Crucial Ballistix Sport (1600 Mhz)
corsair CX 600 PSU

I think it is just something buggy in that game. run msi afterburner or something so you can get the on screen display to show you gpu utilization. I have run into the same issue with the last update to that game and I have the same issue. I play at max setting with a lowering of the post processing effects.

the fps drop like a rock in certain areas and i noticed that the gpu is using like 50% or less at times. that game used to max out my 100% of the time
