Am I 100% safe with 3570k at 4.0~4.2?

I am not loonking for any guide, I just want to know if I am safe with this clock range.

Config:

3570k
Ga-Z77X-UD5H
Corsair Vengeance 1600
Antec Kühler H2O 620

First: This baby handles 4.0 at stock?

I'd give a shoot at v: 1.2~1.3 for 4.0~4.2ghz is it considered a "save zone"?

Easily. You are being too modest. You can push it, with a H20 620, to 4.4/4.5GHz. It's a decent cooler.
As long as temps stay around a max of 75C then you are good to go.
