Cannot delete because file is open in sysytem....help.

all I can really say is that I downloaded a program/app and now after going through a failed installation I can't delete it......it is not in use by anything I can see for example your virtual drive for mounting it is not open in any media or other apps. I assumed by system it meant something in taskmgr but I did not see it there either at this point I don't even know what I am looking for. but I went through everything I could access. I know this is a common issue and probably has a simple answer so I am ready to feel stupid.
