Video Lags while playing on gaming PC?

Alright, so this problem started about a week ago. I started noticing that when playing Netflix or Youtube i would start getting a laggy feeling... It would be slow or even laggy? My computer is a Gaming PC, and my internet has 20 download and 5 upload.. I've cleaned my computer from the inside , restarted the internet, restarted the computer.. Nothing has helped. When it start lagging after a while, i have to move the mouse just a little and it will stop lagging. Also, something i noticed i have for screensaver windows bubbles moving around, they will sometimes start lagging while on the screensaver? I'm not sure what's exactly causing this? Thanks! P.S. This happens in both Google Chrome and Internet Explorer.

My computer is only about 6-7 months old. The specs on it are
Operating System: Windows 7
Processor: Intel Core i5-3570k
RAM: 8 GB
Motherboard: ASRock Z77 Extreme4
Graphics: NVIDIA GeForce GTX 660
Hard Drive: 112 GB Samsung SSD
(2) 1863 GB HHD

I've heard Defragging my SSD isn't good? and i've never really defragged the other 2 drives.. all they have in it are video games. How would you clean the registries?

I have cleaned the computer using CCleaner and reinstalled Flash Player still having issue...

Hmmm. CCleaner would clean your registries, but it wasn't effective. Does your problem also occur with other media players?

I have done that already, i tried using Windows Media Player, and Media Player Classic... They don't lag..

I have tried Firebox and still having the same issue. Now i have internet explorer and Google Chrome and Firebox and there all doing the same thing. Not sure what else to do.. I usually never had this issue...

I started noticing today while playing Saints Row 4 that i started having the same problem ... This happens when there showing the story.. it started lagging and i had to move my mouse
