Boot menu and 2 identical harddrives

Hi. I'm not sure if this is the right section of the forum to post this, so if not, please point me in the right direction. I've got a home built PC with two identical harddrives installed. The first one has the Win7 operating system and files, and the second is dedicated to images and backups. It worked fine, but when I had to restart the computer, I always had to hit F8 on bootup to go into the boot menu to point it to the harddrive with the operating system. Ok, no big deal. Today, though, I had to restart, but when I hit F8 (multiple times), the system wouldn't go into the boot menu. I tried several times. To get it started again, I had to go inside and unplug the second hard drive. What might be going on, and how can I get back into the boot menu? Better yet, how can I get the computer to know they are two separate harddrives and to always point at the hdd with the operating system? Thanks for any advice! Frank
