I want to take MSI amd 6670 which requires 400 W power supply

But i have only 250W
I heard PSU are over rated.
I will not use PC for multitasking or heavy usage

So less power will be used.

Will it work???

Solution
they are overrated in that a 400w is not 400w more like 275 to 300w. look on the name plate it will tell you the rating. 250w is the maximum it will do for a short time continuous is different and less than rated. the higher end psu will deliver more closer to rated (80+ cert)

Solution
It varies by make/model. Some shadier manufacturers will list peak wattage on the package, which is not the wattage the PSU can support. Continuous wattage is the rating that matters. The better PSU manufacturers, such as Seasonic, tend to under-rate their PSU's continuous wattage.

with a 6670, 500w will likely be extreme overkill for your system,

Please list all the components that draw power
1. CPU (depends on model)
2, Graphics card (6670) 50w Peak power draw
3. Hard drives, how many? 30w peak power draw for each.
4. Optical drives, how many? 15 watts peak each.
5. case fans, how many? 5 watts peak each.
