Custom PC wont boot!

Just finished building my desktop and its not booting. i installed the speaker and im getting no bleeps. when i push the on button the leds flash then turn staight off as well as the psu fan spin for about one second. My 8 pin CPU power is in place and the front panel connectors should be in place according to the instruction manual. i tried shortening it but still no luck. I bought the PSU from US and im trying to use it in the middle east if that makes a difference. Ive already stripped the system down to use on test bench with only mobo, cpu and psu still wont work.
System specs are:
PSU: xfx pro850w
CPU: i5 4670k
GPU: gtx 770
MOBO: msi z87 g45
RAM: 2x4 gb vengeance pros
HSF: intel stock cooler

1 stick of ram doesnt work either. everything flashes then stops

are you sure its a motherboard problem as it will be really inconvenient to return it as i bought it in another country. will the 24 pin connector not being in properly lead to my problems because it is really hard to put it it and take it out

Unsure, there's only one way the 24 pin connector will go in. Theres a hook on the sword, and it should lock on. It's the same with the 4 pin connector.
