i have a HP Pavilion Elite HPE-450sc with all the standard equipment and i want to change the GPU to a MSI GeForce GTX 660 without having to change the PSU can i do that? and for a wild thought is it possible to change it to a MSI GeForce GTX 760 without changing the PSU?

460W PSU should be enough but does your PSU have at least one PCIe power connector (6 PIN)?

open you case and check the wires coming from your PSU
