It depends on the specifications of your processor mostly and your motherboard. With Intel Sandy Bridge, Ivy Bridge and Haswell you should use 1.5v RAM. Higher voltages can damage the integrated memory controller on the CPU. With AMD processors and older Intel processors it's fine to use 1.65v RAM.

In general it's better to use less voltage just because of heat.
