Up the 7870 to at least a 7950 or nVidia 760. Ditch the Psu for something better built. You can also get ddr3 1866 for about the same price, and it's worth it if you don't spend more money. So...:

first friend the vga card 7950 or 760 won't fit into my budget i have to lower my processor to make it fit like to get 3470 with motherboard Gigabyte GA-B75M-D3H

and at this board it last memory type is 1600

and the psu there is a one available with the case is it with bad and it has a 2 year warranty

and the screen i will change it later

and i think the seagate barracuda like western digital caviar the blue the at the same price

The 7950 was cheaper than the 7870xt. The difference in price between the 3470 and 4570 is exactly 79 cents, with the 4570 being cheaper. It shows more for the Cpu at newegg, because it's on a combo deal with the HDD for 18 dollars off.

If you already own the monitor, don't list it for the build. That's fine, because I was looking at 19inch monitors, and the cheapest one I found was 88 dollars, so for 37 dollars more you get a 1080p 23". Do not use that Psu. It's crap. You can save some money and get a Corsair CX series that is the worst quality Psu you'll see recommended. Take a look at this: http://www.eggxpert.com/forums/thread/323050.aspx

As far as the memory is concerned, that set was cheaper than 1600, so it's the better buy. Worse case scenario, the motherboard downclocks the memory. It will run at 1600 just fine, it just has the ability to run at 1866. You can of course save some money and get the b75 chipset motherboard(and 3470 Cpu). I have no experience with them, while I actually have built a computer with the motherboard I suggested. I'd keep the 4570 Cpu, and go with a different h87 motherboard if the money is that tight, like: http://www.microcenter.com/product/414949/H87M_Pro4_Socket_LGA_1150_mATX_Intel_Motherboard
