InstallShield doesn't work?

About 2 days ago I was trying to install the new Splinter Cell but InstallShield wasn't working. I ignored the problem but now I can't install or uninstall anything. I don't now how to fix this. Please help.

Uninstall an reinstall both ? .... wow.... OS reinstall my guess is only option.
