Win XP will not boot

This PC has two SATA 500 hard drives. It has Win XP and Win 7 installed
(dual boot) Win 7 boots and runs perfactly from partition H: on the second drive.
Win XP will not boot. Here is the content of the current boot.ini file.

I have tried many different variations without success.
Win XP is installed on the first disk in partition E: (there are three partitions C: D: and E:
on the disk)
What makes the puzzle more entertaining is that from the mobo, the primary and secondary
disks are connected in order secondary - primary. I don’t know why - the tech guy did it.

What is the correct content of boot.ini ?

It might be how the drives are hooked up. I don't know why the tech guy didn't test it to make sure everything works. It seems he messed something up while installing or something. Also the Xp partition should read as D when your in W7. Without knowing what the tech guy did it might be best to do a reinstallation of XP first then W7. The other option is to see if both XP and W7 will boot without the second hard drive. If that's the case your tech guy must have had at one point either the 2nd drive unplugged or plugged in during the installation process.

The problem has only arisen since I installed Win 7 about 6 weeks ago.
boot.ini is being read but gives either a hal.dll not found
(wrong partition) or the PC just boots to the default Win 7 using it's bootmanager file. The way the HDDs are hooked together was intentionally done by the tech and has never prevented Win XP from booting in the past. If I use a boot.ini identical to the one before the Win 7 install WinXP will not boot - It is all very odd.
On a second PC with exactly the same setup (apart from the switched HDDs) there is no problem booting to either OS.,
