Which is the better budget build?

Solution

Sorry, I got your links confused .

DEFINITELY go with the FX 6300 and GTX 760 . Its stronger pretty much everywhere , but especially gaming

Just dont use that motherboard . It does have the overheating issue I mentioned .
The Asrock 970 Extreme3 is usually the cheapest good option

Also consider using Windows 8 ...
The FX 6300 is a stronger processor , with even more overclocking potential , but the phenom is a still very competitive in almost every game . In some games that dont multithread well it will probably beat the FX

The graphics card in your friends build is the clincher . Its going to be a lot better at high resolutions and high detail settings

Also consider using Windows 8 . It has new features , and a much better license that lets you re-use it on another computer when you upgrade . OEM 7 would be locked to the first motherboard you install it on .
Win 8 can be changed to look and act just like Win 7 with a free start button program called Classic Shell

I'll definitely think about windows 8 but the gpu I have, the hd 7950 is almost the same as the 760 and it comes with FarCry 3, Tomb Raider, and either Sleeping Dogs or FarCry 3: Blood Dragons for free along with it! So for the same price i'm getting $150+ value.
