FPS Drops/Freezes in online/offline games

I have an issue with my computer's image stuttering. It only happens when I play any of the games on my computer, and not at any other time, such as watching a youtube video, etc. At first, I thought that it may have been a form of lag with a game I play often (League of Legends). But I bought Duke Nukem Forever recently, and the same exact issues happen on it, albeit more frequently. I tried lowering the settings, all the way down to the lowest, and it still happened, same as it would on ultra. I've tried shutting down backdown processes, such as Skype and any browsers or any other open windows, yet it still happens. I have been stalking these forums a bit, and have downloaded MSI Afterburner and Kombustor to see if it might help me pinpoint a certain issue. However, I don't know what tests to run, nor do I have *any* clue what half the numbers on the tests are telling me. I have run a few AV scans with Spybot S&D, and all to no avail. Usually a few cookies problems, but that's all. Yet it still happens. I did change the OS and the Graphics Card, but I know that I installed both correctly, as I've had to do similar operations in the past. I formatted the hard drive before installing (bumped up from XP to Vista), and I uninstalled everything I could find from the old Graphics Card before I installed the new one (upgraded from a Radeon X1650 to a GeForce 9400 GT). Usually after I close out a call on Skype, and Skype itself, I don't get as many fps freeze/drops, but there are still enough to present a highly annoying problem, and often result in a poorer performance in game on my behalf. Anyone have any ideas on how to fix? Information on the system available upon request, so I don't know exactly what all to put.

I figured it was probably something like that. I'm running on an oooooold computer, and it's about time for an upgrade. I'm getting a new laptop from a friend late next month (I forgot what kind it was, but it can run something like League on medium settings with Skype in the background at ~40 fps, which is almost lightyears beyond what I have now), so these issues won't last much longer. I was just curious about it all and wishfully thinking, so I thank you for imparting your knowledge upon me, because I actually understood a fair amount of what you were saying (still new to the specifics of graphics cards; basically anything past it's shaders and directx version is alien).

Also, this is my first Nvidia graphics card, and I've noticed many more issues than with any AMD card I've ever had. Can you recommend any good AMD laptop GPUs? Anything from mid-range to high-range, just so I have a decent spectrum for review. Thank you for your time.

I see... Well, I know that it's a huge advantage over what I have now, and I'm getting it for a steal. However, I'm thinking of building a custom desktop within the next year. Now, I understand than a lot can change within a year in the computing industry, but for sake of not having foresight, can you suggest a few mid range AMD cards? Or, if Nvidia isn't as glitchy in its mid range cards now as some of their cards have been in the past, could you also recommend a few of those? I have a CPU picked already, and a decent motherboard, but I could model the motherboard more around the card as well, should it need a different form of PCI slot (I doubt it will, though. Pretty new motherboard at this time).
