Windows doesent see all my RAM???

I have just built my new system got it all running and i noticed not all my ram is registering. i have 4x4gig kingston 2400 ram modules and windows only sees 12 gigs. Ive tried reseating the cpu and ram. testing individually they work fine,there's no bent pins on my socket. I tried mem test and it only sees only 12 gigs and tests fine. If i look in cpuz it sees 16 gigs even 3d mark sees 16 gigs and all 4 dims post fine in bios. Does anyone have anymore ideas for me to try PLEASE HELP its driving me crazy im starting to think its the mobo.

If it was the motherboard, then you wouldn't see the correct amount in BIOS, either.

Just make sure your Windows config isn't limiting your memory to 12GB.

Yeah in the bios it sees 12 gigs but when i check the dim post i can see 4 dimms posting. So it can. but it cant. I was told i could find witch ram is dodge by checking the dimm post in the bios so its confusing lol

Yep checked that is that the one where u type msconfig in command prompt the maximum memory option is un checked so it seems fine.
