Window 7: Notification Service Error

Basically, about half the time I start up windows, I immediately get a error message pointing to my system tray titled 'Failed to connect to a windows service' and the start of the message saying 'Windows could not connect to the System Event Notification Service service.' And usually, my theme reverts to windows classic not allowing me to change it. Windows also seems to either stop checking for updates or it will only find a definition update available for Microsoft Security Essentials. Since this problem started, my startup time has increased to the range of 200000 to the 400000 ms (don't know what is was before but it was definitely shorter). One last issue that i'm not sure is related to this problem is sometime when i log off or shut down, windows takes a great deal of time waiting to shutdown explorer.exe or play log off sound. last night i had to force shut down because it was taking several minutes to do so. A temporary solution to the update problem seems to be selecting 'Fix a problem with windows update' in control panel. It still doesn't find new updates but its an upgrade from getting the status 'could not check for updates' and saying that the last update installed was <null>. When I look in the services panel when I get the first error listed, that service doesn't seem to be listed. I've tried so many things: AVG virus scan, check disc, SFC scan, windows repair option, cleaning registry with Ccleaner. I can't recall what I last did that may have caused this. The weird part is that the rest of windows seems to work fine. I get Internet access and everything. My windows came pre-installed so I can't just reinstall windows, can I?

Restore points always fail for me. Don't know why, but at the end of the process it says it failed to restore to an earlier time (not word for word quote). I already tried a repair, said it couldn't find any problems.

I have not. I will attempt this once the service problem reoccurs. For now, I attempted the windows update fix from that site. It said it found a problem and resolved it which I then got a new update for Microsoft game devices and nothing else. I installed the update, rebooted, restarted the hot fix application again and it said the same thing. It found a problem with windows update and fixed it. Which at that moment I finally got the notification saying windows has installed new updates. I checked for updates again and it found two more optional ones for Bing Bar and desktop. Why didn't those come up when I checked for updates the previous time? Strange.

I can't seem to find a hot fix pertaining to my problem or one that will find any problems with windows. Don't think this will help me now. If anybody has any other ideas, please share them.

From what location? I didn't receive any error codes that I can see. Windows says its checking for updates then completes with no new updates. I'm sort of assuming something is wrong in this area since I typically receive a slew of updates about once a day. As of the start of this mess, I haven't received any more updates other than the optional ones I mentioned.

I have it set to 'check for updates but let me choose whether to download and install them'. I flashed the BIOS and updated the Realtek sound driver since new versions are available for both. Will see what happens after a few restarts.

Alright. I've been through the event log numerous times but have been unable to find which one points to the problem. Will keep looking.

Update: ok, I narrowed it down to the most likely event.

-------------------------------

Event 6003: the winlogon notification subscriber <GPClient> was unavailable to handle a critical notification event.

-------------------------------

This event seems the most probable because it began 2 weeks ago. Which is consistent to when I started having this problem. There are other events, but those have been dating back months to years prior to this. I can't seem to find a solution to this on the web. Not very many users are having a similar problem.

I saw that article but nothing worked. Like I said I did the windows repair like it suggested, I know my CPU isn't hogging resources, and going into services isn't a permanent solution if I do manage to find the service causing the problem. Going to try an in-place windows upgrade next.
