WIPIPE is a device management service from cradlepoint. It is used to provide central management of devices. You would have to contact them to determine how you get a password reset.
Now if you have access to the device I am sure you can look up the device on the web and there are instructions on how to do a factory reset on the device. Hard to say most involve holding a button as you power it on but I am sure it is in the documentation for the device.
