i think you have a virus. try installing something like malwarebytes. if it fails the install its likely a virus is protecting itself and stopping it before it completes.

if this is the case you will need a usb mem stick with some av software that can run outside windows. emsisoft do a free stand alone kit that you can use strat from the boot prompt.
