Great computer but still experience performance issues in gaming and video streaming

Hello everyone, I have had serious performance issues while playing video games over the past few months. I've been experiencing drastic drops in fps, lag in crucial times when there is a lot of interaction between players and occasionally errors that cause the games to crash. Along with the game issues, I've noticed that if i go to a website such as www.twitch.tv to watch progamers (League of Legends/Starcraft/etc) that I cannot watch their streams above 480p, the stream will start to lag even if that is the only thing opened on my computer, I believe there is something very wrong because of the fact that I have a more-than-above-average computer. Here are the specs for my issue:

GAMES: I play League of Legends, Starcraft 2: Heart of the Swarm, and have recently tried Planetside 2 but that didn't run very well (that can be omitted from the tests).
PROGRAMS: While playing games, i would typically run Skype (6.7), Google Chrome (Pandora/YouTube/Grooveshark/Music), or Windows Media Player.
INTERNET: I use AT&T's U-verse Max Plus package and here are links to 2 speed tests in my area:

I believe that with these parts my computer should run very well with minimal to no lag but that is not the case unfortunately.
Is there something wrong here like are there incompatible parts or what can be the issue? If there is any other information that I may provide, please let me know. Thank you for taking time to read this and offer your assistance, all help is greatly appreciated!

Honestly you need to run other games before anyone can help you at all. Download some game demos and run them.

On steam there is a game called warframe. It isn't crazy demanding but I was able to max it with a single 7870 so you should be able to as well. Its free to download and play. Give that a shot.

It is still running really choppy. I'm testing it with Starcraft 2: HOTS on Ultra settings in online multiplayer and also tested with a stream at 720p. Shouldn't I be getting near flawless performance with my computer specs (at least in SC2) or is that just wishful thinking?
 
starcraft is weird. I can easily max the game on ultra at 60fps but when playing a custom game or an arcade game when alot of things are happening, the frame rate drops alot.

Test other non-online games. The internet will affect the FPS always. Your system should play most new games like farcry 3 at very high settings. Do not expect max settings in every game though.

Oh i see, maybe it could be my internet then. Im at work right now but when i get home in a couple of hours ill try it out. I dont have Far Cry 3 but would Starcraft 2's campaign in offline mode suffice (including unplugging ethernet)? Or how about Call of Duty 4: MW' campaign (the original for a few years back)?

So I dont have any other new game at the moment that is really graphic demanding besides Starcraft 2, and so I tried that in offline mode on Ultra against 1 computer in 1v1 and it still chopped. I figured if Starcraft is easy to run then there should be no problem, but its still choppy. I went ahead and updated all my motherboard drivers and such and nothing (if anything its slightly worse). Is there any other information that I can provide that can help?

Ok so i tried Warframe and it doesnt run perfectly smooth :( It looks like it WANTS to run smooth but something is making it hiccup/chop/stutter. The camera keeps up with my mouse movements, but the gameplay chops every couple-few seconds. I also notice the sound start to tear too during those parts. I'm not sure if its related to the motherboard updates I installed. But yeah, that is what i am experiencing now. So i'd say it ran about 75-80% smooth on maxed graphics (except antialias and nvidia phsyx). Should I give Spin Tires a shot or what's next?
 
Well I would guess that this is not GPU related. Warframe is pretty easy to max. I can do it with no SLI and a single gtx560. I would run memtest for 5+ passes as the next thing to do. RAM can cause a problem like this. If you get any errors at all, then your RAM is bad.

So I ran memtest for about 3.5 hours and got no errors. I assume its not the RAM then, what's next to test?

Ok I got it, what numbers am i looking for? So this may help too, i'm watching a stream on Twitch.tv as i'm reading/writing on this post and i have Core Temp running and it is going into the red a little bit in the temperature readings, and this is just a stream and chrome.. but at the same time, it is yellow for about 95-98% of the time. Should i test it with Warframe again?

Ok i've had this stream open on full screen now and all 4 cores are above 100 and are borderline red (over 105), the sound is tearing (along with some video lagging) and all the loads are above 50%... this doesn't seem right

Edit: The stream just ended and i watched the loads go back down to < 20% and saw the temps drop back down to ~100~. I noticed that the Frequency was around 800 too during the stream and now it is back up to about 22-3000 again. Just some more food for thought

yes sir it is Celsius.. I think we've found the culprit :O what do you recommend for this? and yes they are still about 100ish as im watching a stream on medium quality (essentially it is 480p i believe)

Opened it, fan is spinning and i tried moving the corner of what i believe is the heat sink that sits on top of the cpu which is the fan i believe? and yes it moved/unhooked and i did not physically set up my computer but I watched my friend (who is more experienced in setting up computers) right in front of me. But come to think of it, when he installed the cpu i was a little skeptical about it because of how not-so-carefully it was installed.. also i dont have liquid cooling if that counts for anything
