CPU down throttling?

I never really have problem with anything hardware, as I just figure it out myself, or know whats wrong. But my CPU is down throttling for about a second and then goes back up to what I have it OC'd to. I have a OC of 4ghz, I had it offsetted for awhile to -0.065 and it was stable, I never had a problem with it. But while looking at CPUz I noticed that it would be at 4ghz then go down to 1.6ghz which is the lowest state my CPU can go. I have a i5 3570k btw. Its not thermal throttling, my temps are below 50c when playing. I was playing bf3 at the time, but im sure it would be doing it in any game. I even set the power management in windows to maximum performance so the min-high of the CPU is always 100% and it still does it, I'm not noticing any FPS issues, or anything like that. Just think its weird. Thanks in advance.

Assuming it's not due to a cheap Motherboard that can't handle it, you probably just didn't disable the proper settings in your BIOS. Disable the following if applicable: C1E, HPC mode, APM master mode, Core C6 state and last but not least disable Turbo boost. They're power saving modes (except for turbo boost) and they interfere with overclocks. Make sure to redo your stress tests afterwards though.
