If your referring to a CPU cooler because you placed this in the CPU section it would depend on the Cooler itself if it would benefit from a dual fan system.

MSi GeForce GTX 760 has a one blower fan style, which blows air directly out of the case, is this better than a dual fan in Fractal Design Core 1000?
 
to be honest the best way to go is add a rear fan and go for the dual fan cooler. But if you don't have the money for a rear fan then the single fan would keep the case cooler.

Pros to the dual fan cooler setup are : it will keep the card cooler and possibly allow for higher overclocks. Increase in the life of the card as heat is a major killer of components.
Cons to the dual fan cooler setup are: it pumps some of the heat directly into the case. this causes other parts to heat up more adding the need for better case ventilation.

Pros to the single fan reference design setup are : it pumps all the heat out the back of the case keeping the rest of the system cooler.
Cons to the single fan reference design set up are : the GPU temp will be higher due to less airflow across the heat sink. shorter life span for the card.

If it is a design that has the one fan in the middle of the GPU ( not to one end ) it will still pump heat inside of the case causing a heat up in other parts of the system.

You can get case fans for $5 to $15 USD so the added cost is really negligible.
