Newly built system acting sluggish

I built a new computer back in May and it has been acting oddly ever since. This was my first build. First I'll give the specs:

CPU: Intel i5-3570k @ 3.8GHz (default boost via the Bios)
Motherboard: ASUS P8Z77-V PRO LGA 1155
RAM: G.Skill Ripjaws Series 8GB (2 x 4GB) DDR3 1600 SDRAM
GPU: EVGA GTX 660Ti FTW Signature 2 2GB
PSU: Corsair CX750M 750W Modular Power Supply
HDD: Western Digital WD Black 1TB 7200RPM Hard Drive
SSD: Samsung 840 Series 120GB SATA III Solid State Drive (Windows 7 installed)
Heatsink: Cooler Master Hyper 212 EVO
OS: Windows 7 Home Premium 64-bit

Now for the symptoms I am experiencing:

. Mouse cursor displays loading icon when computer is idling at desktop and not in use (very annoying)

. Programs such as Microsoft Outlook 2013 do not load from desktop and say "not responding" often

.Web pages have very random and varied loading times from page to page in one browsing session. For example I google something and results come up in less than a second, but when I click to view a page from the results list they will just keep loading and never come up.

The computer I am writing this from is 4 years old and has much better performance in programs and web browsing, despite it having inferior components in every category compared to my newer build.

Could it be outdated drivers or something like that? It should be running smoothly especially since my OS is installed on an SSD. Any advice would be appreciated.

Yes you can. Just disconnect the SSD from the computer. Will be no problem.

Yea that sounds like a possibility, if my RAM was say only actually giving 2GB, would it still show up in my system properties as 8GB being detected?

Yes but I would need to clear out my SSD first, I cant have windows installed in two different places
 


Yes you can. Just disconnect the SSD from the computer. Will be no problem.
