Brand New Radeon HD7850 Wont Display....

Hi there. I purchased a video card and it arrived today. I am having a huge problem installing it however. The card I purchased is a HIS H785F2G2M. Its an Radeon HD7850. It is brand new out of the box. My system consists of:

ASROCK 890GX Pro3 motherboard
AMD PHENOM II X6 CPU
750 watt PSU
1.5 TB HDD
12GB of RAM

For the life of me I cannot get this card to function. I seated it properly in the PCIE slot and turned on my PC and it will not display anything. Neither through the DVI nor through the HDMI interface. I have tried everything, cleaned the contacts, upgraded my BIOS to version 1.40 (the newest version), changed the settings in the BIOS to force PCIE adapter as default, I uninstalled the drivers for the integrated graphics I was previously using and also used driver sweeper in safe mode to remove remnants to ensure clean driver install and attempted to install driver form the accompanying driver disk, I've replaced CMOS battery, reset the BIOS, everything. Nothing works. One thing I find peculiar is that there is a 2-digit error code display built into the motherboard. Every time I try to boot with the new card I get an error: "97" on the display. According to the user manual that represents "Console Output Devices Connect" and I have no idea what that means?? I've been at this for six hours now. Can someone please help me?? Thank you.

Yes everything was plugged correctly. I cleaned the contacts with alcohol and a swab. I set it firmly into the PCI-E slot, pushed close the clip, and screwed on the small screws to hold it in the slot as well as firmly connected the 6-pin power connector. Everything is installed as it should be. Well here is the 64million dollar question: I don't know if its a dead card or if its a problem with the motherboard? I have no idea what that "97" error code means but according to the manual it means "Console Output Devices Connect". Here is the kicker, I tried to install another older PCI-E video card in there too but I could not get it to work either. However, that card has seen some abuse so it may not work anyway. I wish there was some way to know. I've submitted technical support tickets to both HIS and ASROCK and haven't heard from them. I wish there was a number to call instead of e-mailing them. I hope someone can help me with this.

Well I think I've made some headway in this situation. I took that same much older PCI-E card which I described earlier and I cleaned off the contacts reaally good with alcohol. I followed the exact instructions in the mobo user manual and installed it. Right off the bat it worked perfectly. I don't have any other computers to test the new HD7850 but it is safe to say that it is dead on arrival. I'm going to return it. And I am not going to purchase an HIS in the future. It didn't even come with an instruction manual and the customer support is non existent. Thank you all for your help and I hope to bring some screenshots and video benchmarks of the new card I get :)
