PC does not turn ON

Hi guys. yesterday i had build a new budget PC with AMD A10 6800k and ASrock extreme 6 mobo. i followed every step on the book and completed my build but when i turned ON the UPS automatically the LEDs and Fans started turning ON and OFF untill i turned off the UPS. then again when i tried to turn it ON it did not start.

Please help me solve this

on the job
i am guessing my reset sw or power sw must have shorted which resulted in endless reboots and no post following. will Breadboarding help?

Don't guess. Find the bad part or connection.

Thank you guys for introducing me to the checklist.
What i did was removed all the parts with mobo and installed everything outside cabinet on the mobo box (breadboarding). there i found out the 4+4 pin connector was loose and was not connected properly, may be because of heat sink. connecting that socket solved my problem.
