OS: Windows 7/64-bit
Hard-Drive: Western Digital AV-GP 250GB 3.5" 5400RPM Internal Hard Drive

My question is, will this be a Medium-High Settings Computer?

The PSU is junk. Replace it with a unit from Antec, Corsair, Seasonic, XFX.

It should be a solid medium settings computer at 1080p.

I would personaly get a 970 chipset board to save money or even get an i3 as it will out perfrom your selected cpu by a good bit and use the extra cash to get the best vid card possible

You will need a 450w PSU to run this. that PSU doesn't have a PCI 6-pin connector.

The only thing I would change is to change the motherboard to a 970 chipset board and use the saved money to up the GPU to a gtx650ti.

you may want to consider the amd 7790 as it out perfroms the 650ti and also features muti-gpu ability and much better compute perfromance
