Okay So my Friend gave me a GIGABYTE NVIDIA GeForce GT 610 2GB DDR3 graphics card and I was wandering if its better than my XFX Nvidia GeForce 8500GT 450MHz 512MB GDDR2 Graphics card

This is true. Slower would have been a better choice of words. Basically, the 610 is a new low-end card, and a 8500GT is an old low-end card. The 610 is better.
