New Gaming Build ~$800 Budget

I am switching from Console's over to PC Gaming. Can anyone link me to a good build in this price range? I want to be able to run High-End Games at the best settings, Is this possible in this budget? All help is greatly appreciated.

What I know I want is:
-Intel i5
-Windows 7
-Will NOT be overclocking

I live in the USA (97306)

As you mentioned. If you don't want overclocking but good value (yet performance) then get a i5-3570 or 3470 and H77 mobo. The build I made will be blazing fast. If you are willing to save or spend more than I suggest getting a higher GPU: 760. It is the step above the 7950/660ti. It usually costs around $250 but it's a great price. Nothing compares at that price. If you did get it then you probably could play BF4 on Ultra too, although we don't know graphic requirements for that game.

I really do suggest the 760. Also, you could buy things as the price is right. And with time you'll have everything you need to build your computer. Although, the build I listed it's hard to beat those prices and some of them are low as is, except the...

Do I need an After market CPU cooler? I wont be overclocking and I think that I also dont need a Z77 mobo as well. I could be wrong but Im pretty sure i Dont

No, you do not need an after market CPU cooler. I just added it in there for good measure. It is only $30 and it has great reviews. The stock cooler will be good enough if you are not overclocking, but your CPU may get a little to hot for comfort by using stock if you are loading the CPU (ex. by playing CPU intensive games).

And my bad about the motherboard choice. And you're right, you do not need a motherboard that lets you overclock anything if you aren't going to overclock. That's why a lot of personal research is necessary for building a computer.

How much Do you think I will have to spend in order to be sure that I will have Max settings for awhile. I can save for longer if it is needed, I just want the Best Gaming experience possible.

Yes, you should definitely go with the GTX 760. I too have not seen a better bang-for-your-buck than this card. I highly recommend this card.
