So I seem to be having a "semi" problem.
First I would like to state I am not even running at 1080P, 1280x1024.
EVERYTHING is running at stock speeds.

I am sitting at shown 37 FPS with a 72% GPU load and 74% CPU load.

Second screen shot shows me at a lower 26 FPS with CPU usage at 63% and GPU usage at 56%.
For the first screenshot GPU-Z seems to state that my GPU is having a power issue? Where in the second screenshot it's on and off. For the record I have both the 8-pin and 6-pin PCI-E power cables connected to my card.

Is the PSU I am using, I would assume 40v on each rail would be MORE than enough for a 770GTX.

So people of Tom's Hardware.... why is my new baby decreasing my overall usage when my FPS drops, instead of taxing the overall system harder. Or is it actually taxing my CPU as much as it can and that is the current bottleneck?
