Windows 8 Crash (Wallpaper Black, Icons Don't Work)

Hey everyone,

I guess this is sort of a two-part question since I feel like they may be related to one another, and I'm hoping you might know a way to help. My first issue I have yet to fully pinpoint, but essentially what happens is that at random times, Windows 8 will crash, and what will happen is that my desktop wallpaper will go black, I cannot open my desktop shortcuts to My Computer, Control Panel, etc., and charms will open but won't work fully. I've had this happen a couple of times now; first when I tried to remedy it by Windows troubleshooting, second when i tried to remedy it by refreshing, and third when I tried to remedy it by completely wiping the drive, and all appear to not have worked. I've encountered the BSOD a few times, recieving the error code 0xc000021a, and all Microsoft tech support self-help pages have not worked.

Coincidentally, I've also noticed that my PSU makes an odd static-sounding "tick" noise every so often, which I haven't been able to resolve. The PSU is not upside down, and the only support I've gotten from the manufacturer is that it might be static or ionizing building up in my room or faulty parts. It's a 550V CoolerMaster PSU, and I've also noticed that fans connected to the mobo aren't really spinning at full speed, which may be a power issue. I'm not keen on RMA-ing the PSU, but if it's a big issue, I'll do it.

Could the two issues be connected? Might the PSU not be giving enough power to my HDD and SSD which may cause them to temporarily shut down and cause Windows to freeze/hang? Or are they completely separate issues?

If you can help out, it would be fantastic.
 
Solution
Probably a great idea to get rid of the PSU before it causes damage to everything else. Cooler master psu are unreliable at best, and any psu should NOT be doing that. They can go on fire (rare). After that, a clean install of w/8 is worth a try (if not resolved) and is not as big of a deal as win-7 reinstall nightmare.

1. I figured doing the clean wipe would essentially fix any OS issues. Should I try doing a clean install?

2. 99.9% sure it's the PSU. It's faint if youre typing at the computer, but it's audible if you put your head near it. Makes a sound loud enough to be worrisome.

Any suggestions on reliable PSUs? I'm looking for at least 550V.
