PSU makes noise and CPU fan stops spinning when system under heavy load

Up until yesterday this was my system:
* Core2Quad Q9550
* P5B-SE motherboard (I think)
* 2x2GB RAM
* Radeon HD 5870
* Tagan TG700-U33 PSU

Whenever I had a really, really high framerate (1000+ Hz in menus for instance) my PC made a high pitched noise, but since it was very rare for me to have that kind of framerate I didn't care.

Yesterday I upgraded my system and replaced the following:
* CPU: Core i5 4670
* RAM: 4x4GB
* Motherboard: MSI B85-G41 PC Mate
* New case with LED lighting and 3 fans

The system starts fine, but when I do anything that strains the GPU in some way (even scrolling in Chrome) the squealing starts (although much more silent).
When I start a game the sequealing is at least twice as loud as it was before the upgrade (even with 30 - 50FPS) and my CPU fan stops spinning and only does 1/5 of a rotation every 5-15 seconds like it tries to start spinning but can't. The game is running perfectly fine though.

What could I try to diagnose the problem? I could buy a new PSU, but I would like to know if I have any free or cheaper options first and I'm not even sure if that would fix the fan issue. Is it possible that 700W or 2x20A isn't enough for a 5870? But why did it work before?

I already did that. The voltages are fine and barely change at all between no load at all and full load.
Also, wouldn't some other component like CPU, GPU or RAM malfunction if voltages were too low for the fan to spin at all? That's what's confusing me most. It kind of conflicts with my theory that the PSU isn't powerful enough.

Edit:
I tried just removing the Radeon and running from the internal GPU instead and suddenly every issue is gone. I'll order a new PSU and hope that fixes everything even when I put the Radeon back in. Any recommendations for good modular PSUs that are powerful enough for my hardware?
 
Specs for the radeon are:

500 Watt or greater power supply with two 75W 6-pin PCI Express® power connectors recommended (600 Watt and four 6-pin connectors for ATI CrossFireX™ technology in • dual mode)

700W is fine, though you didn't list how many internal hard drives you have. I prefer Seasonic PSU's. Just don't get a generic PSU.
 


Good info to know, however, this shouldn't stop his CPU fan from working unless this causes the GPU to draw more power than necessary I would think.
