this is not a gaming build, but it needs to be able to support dual 32" monitors

(Edit: Not 3 monitors...only 2)

I hope your friend understands that HDTVs are meant to be viewed from a distance. User a 32" HDTV as a monitor for office apps is likely to be an unpleasant experience (at least from my experience with others trying this). The likely output resolution is either 1080p or 720p and via HDMI.

Do you know what make/model of HDTV your friend intends to use?

780p on a 32" is going to be awful as a monitor, especially since she's likely sitting fairly close to it. Not sure of the cost of those, but you could back it down to a 27" IPS display and you'd be looking at a much more pleasant display.
